hope someone can help i have a 8 month old collie and recently in the park we met a baby spaniel who was very submissive the puppies were both fine until the spaniel moved away and my collie pinned him to the floor growling, again when the spaniel was not moving the puppies were licking each other and being nice but as soon as the spaniel tried to move again my collie went for it :( i dont know what to do, my collie is fine with all other dogs, whats going on!!??

It sounds like your pup is specifically bullying the spaniel and obviously you cannot allow that to continue but more info is needed to help resolve things.
