thanks to you all for the good advice!!  I have contacted a behaviourist who is going to come and assess us both. we did go to a local obedience class but found that the other dogs there were worse than pepper so stopped!!  She does have a long walk and run off the lead in the morning and I take her over the field by my house in the afternoon where she runs freely but the main issue is other people and dogs. I think I will try the long lead for that part of her training. She is not great at retreiving things as she seems to get distracted very easily but I'll keep persevering with that one.
I rescued her myself because she has had such a bad start in life so the last thing I am prepared to do is then give up on her and have her rehomed!
