Contact Hilton Herbs www.hiltonherbs.com - they offen  free advice and will advise you accordingly.  One of my uncle's dogs had something similar.  Hilton were really helpful.  He got a little pot of balm which he massaged into the affected areas daily and within weeks all the hair had grown back.  The little pot of balm was under £10 and he still has loads left.
Good luck

If it is getting worse, get his tyroid checked out with a blood test at the vets.  A friend of mine had her dog loosing hair like that and I can't remember whether it was an over or under active tyroid.  With the correct medication it cleared up.
