Males
may be more likely to bring about a fiesty reaction than bitches - personally I find males to be "all mouth and trousers" as a general rule and bitches, when stirred, more inclined to inflict damage BUT, and it is a big but, I don't find "dog attacks" to be common place :)
As to having him neutered being likely to make a difference, IMO it is likely to make him be pestered more as neutered males can smell more attractive (ie like a bitch) to entire males so he may inadvertently be inviting more attention. That aside, removing his own testosterone is likely to make him feel even less secure or confident around other dogs and if he has had a few bad experiences it could make him feel bullied/vulnerable.
I wouldn't base any decisions on my dog on one young and poorly socialised/uncontrolled bitch - the problem lies with that owner and that dog - not yours!
