Robbie has been quite good going outside for toilet and is nearly always dry overnight when he wakes he goes straight out with me does his business then comes back in for cuddles within seconds he does it again in the house i have been saying nothing cleaning up and making a big fuss outside. Is it normal for them to go back to doing it indoors again he is only 12 weeks and its still early days and having laminate flooring makes it easier aswell. Hopefully it won't be too long until he is housetrained. I am really looking forward to going walks with my 2 dogs aswell i took him out for 2 mins today on lead he walked a few steps with lead then let him sniff around and came back venture a little further tomorrow.

He's very young. Some puppys pee in excitment and you cuddling with him may get him so excited he just can't control it. If he's not constantly peeing every 10 minutes and can hold it in most of the night then rule out UTI.
You are doing the right thing by not correcting him in this case. At 12 weeks be sure to bring him everywhere with you if possible , let people touch him , carry him around on main streets and in your car so he can get used to all the new sounds.
its common for this as much as up to a year although most dogs get to grips with it very quickly. I didnt scold mine and I dont use paper indoors as I think it encourages going indoors
