I have been told that the little scabs on the back of my dogs neck are 'hives'?? they are small raised lumps, with small areas of dry skin around them. I have been told to treat him with Piriton and benzyl benzoate, and it seems to be working. Where have they come from and is there anyway/supplement he can have to prevent this in future.

Hives are a symptom of an allergy :)

Is there anything it is more likely to be? someone said grass seeds although he hasn't had problems before!!

It could be anything ..the thing about an allergy is that a dog (or a person) can suddenly become allergic to something that they have been okay with previously OR can show an allergy when they come across something for the first time :)

Could be harvest mites, I've got a few bites myself :) but thankfully it is coming to the end of their season.  They are often treated with benzyl benzoate but if you use something like a couple of squirts of Nuvan Top or Frontline every couple of weeks over the feet area it should prevent them climbing up the dog in the first place.
