I was brushing my parents Golden Retriever and I noticed that under one of his 'armpits' the hair was a slight reddish colour and slightly balding, is this mange?

No i doubt it, with it being hot it might just be rubbing, i'd try and keep the area dry and see how it goes.  Also has he been treated for fleas?
