Logging in requires cookies to be enabled. Either they're disabled (in the browser's options or via firewall/proxy, this is the most likely reason), or you have limited them to encrypted SSL connections in your forum options and are not using such a connection (try https:// instead of http://).

Hi, while you're reading this, go to your top toolbar, click on "Tools", then scroll down to your last option of "Internet Options".  Click on the "Privacy" tab and then scroll the marker down to the very last setting to "Allow all Cookies" then hit "Ok" - this should solve the problem!  Hope that helps. :)
