Have you looked on the champdogs breeders list yet? I know members are there who breed rough collies and would be willing to give advice. Try emailling StevieChilds@aol.com who is a champdogs member, she has an older type of collie.

there are several rough collie breeders who do try and obtain the collie with the fitted jacket as required by the standard. At the moment though i only know of one litter in surrey who are eye tested clear at 7 weeks, came to your eye testing polly.

Remember all your usual puppy checks , including the puppy eye testing ,litter screening.the breeder should have a certificate. The parents should be eye tested too, and some breeders hip score before they breed.
The only way to tell if the coat hopefully will be the correct fitted jacket is by looking at the parents but also knowing what lines are on the puppies pedigree. Fitted jacket parents does not mean grand sire was the same!
