how can i stop my puppy wanting to play with every dog she passes she pulls so much

You dont want to stop her playing but let the play be on your terms. Teach her that she only gets to play when you want her to. Try getting her attention away with a treat or toy and once you have got past give her loads of praise if she has ignored the other dog. Also if you have any friends with dogs that are dog friendly take them out together and train her while they are together and then at the end once she has ignored the dog let her go play and say something like go play.
