My neighbor has two German Shepherds, a male and a female. He keeps them
most of the day in a kennel about 2-1/2 to 3 feet wide and 6 feet long. Not
only are they both in the kennel but he has two large dog houses in it with
them. They can barely turn around. He says he paid $10,000 dollars for them
and is afraid someone might steal them.
My concern is that they are becoming increasingly aggressive. They are only
allowed out about 1/2 to 1 hour in the morning to eat and again in the
afternoon. I think for their size they should be out more and able to run. He
has at least five acres.
Am I correct about this causing his dogs to be more aggressive?

I would say probably yes, partly because of the lack of socialisation, partly because of frustration, becoming defensive/territorial, lack of room to move, etc etc. :(
He should at least get a bigger run for them, exercise them more often and spend lots of time with them (you're in the US, yes? :) ).
It's important they get out and about but I suspect if he has all that room and keep them in kennel/run, he has no intention of taking them anywhere.

Could very well be true......fully trained shepherds in the US sell for $5,000 + each! (that's if these are dogs bought for that purpose) Leerburg kennels in the US sells their 7 week old puppies for $2,000 & get it every time.

and if there anything like ours they will say as long as they have food and water they are fine
We had the exact same problem with our old neightbours. They had a dog and bitch together in a tiny concrete run off the back of their kitchen. They were never walks (to be honest I think they would have been out of control if it had been attempted) and the couple had no garden or land so god knows how they were exercised. The dog and bitch would fight, and would wound each other, then they started to breed from the bitch at a very early age. A vet happened to live close by and he warned the couple they were endangering the health of the bitch, but they went ahead anyway, and that bitch had pups every year (I think it was purely money making for them). However, when the vet and other neighbours complained to the RSPCA about the welfare of both dogs, an RSPCA visitor would go around, they would promise to make changes, and then after a month it went on again. It is terrible and very, very sad when people use their dogs for profit and have no care for their welfare.
