I'd guess he's still only young?  Maturity will helps a lot - he will no longer feel the need to give the sorts of signs that tell another dog (or human) that he's no threat.  Other things that I've found helpped including teaching him to sit to greet people, teaching a trick like shaking hands ;), taking the dog outside to greet, so it doesn't matter too much if he does pee, and even greeting the dog 'face to face' by having it sit on the stairs or a sofa, or a wall outside.

Hi Guest,

How old is your Bichon?  If he is only still a puppy it is pretty normal to do this.  Our Bichon used to do this in the kitchen if anyone came in that he knew.   My daughter took him a walk when he was younger and a lady up the road stopped to stroke him and he weed on her shoe :-(  Don't think she was too happy.  Our Bichon will be 12 months old on the 23 March and he doesn't seem to do this at all now.
