I really need to know where I stand with this as I have found it to be most distressing, recently I went along to view a litter of puppies I had been in touch with the breeder via telephone and e-mail, the first thing that hit me as I walked through the door was the smell of faeces, the puppies although lovely appeared to spend most of the day locked in a small room with their Dam closeby in a cage the room they are all contained in smells really bad.  I also was shown other dogs the breeder owns, again all locked in cages.
The most distressing of all was that nowhere the dog/pups are being kept is there any sign of water or food, which really does concern me.   I am a dog lover first and foremost and have never seen the kind of conditions these poor dogs where being kept in anywhere before in my life.  I had to walk away from buying a puppy because I was disturbed by what I saw, I have been so worried about these poor dogs since the day I went to view the litter, and was wondering if there was anything I could do for them?  They looked very distressed, which was obvious as they were all very vocal,  I truly feel the conditions they are being kept in is truly wrong, I have not slept well at all since the day I went to have a look.

Can you get in touch with your local RSPCA?  I think they often unfortunately have fairly restricted powers but as there were genuinely filthy conditions and importantly no sign of food and water then I think they probably would be in a much stronger position to do something.  Also if there are multiple litters on the premises the sellers could be in breach of their breeders licence - if indeed they have one :(

It's so distressing to hear stories like this but you at least did the right thing by not taking a puppy "just to save it" - which was probably a really difficult thing to do as your clearly an animal lover and none of us like to think of defenceless animals being so cruelly treated.  But please *report* it :(

And please do not buy one out of pity - you will be paying towards another litter kept in the same conditions.

You realy do have to report it the breeders can then be checked out and of course the poor dogs.No water or food is not acceptable please report it.

would it be out of place to ask what breed there was, and then maybe alerting the breed rescues
