My poor Toby (black lab), 
when out walking he loves to play with other dogs, most of the time we have no problems but occasionally we might meet a dog that will snap or have a go at Toby, bless him he is so good natured that he hides behind me, looks all worried and submits,
The problem is, often on our walks we meet a little Terrier a lovely little thing and the dogs do get on ok until the little Terrier wants to run round Toby and bark at him, the little dog is only trying to play with Toby but Toby gets worried and hides behind me, i try to reasure him but he looks so worried, the Terrier has never bitten him,
Is there anything else i can do?

The trouble is, if you 'reassure' him for being nervous and hiding, he'll take that as praise for being nervous and hiding, and do it all the more ... :(

Give him attention when he's responding more how you want him to.
