Paw licking is often a sign of impacted anal glands - your vet will sort it out for you.  Ofcourse, his paws may actually be sore, has he been walked on salted pavements?

The anal glands are scent glands sited around the anus, and normally deposit a small amount of the dogs individual 'scent' when he passes a motion.  However they can get congested and blocked, and occasionally infected, which causes the dog discomfort - this is often a cause of the 'bottom scooting' which so many people believe is cause by irritation caused by worms.  Dogs will often chew their paws too, maybe the repeated activity is soothing?
