Does anyone know what drg registered means ?? as i have seen some ads for dogs for sale and they say that the dogs are drg registered.

It means "don't touch them with a barge pole"!!!!!  If you do a search on this site (top right, I think) for Dog Lovers or DLRC, you'll see what it's all about.

Why is it that I have seen some dogs advertised in the newspaper that are a price + vat?

Because the person selling runs a business that is registered for VAT - so they have to charge VAT when they sell a puppy. Maybe a kennels or similar establishment - doubt that many puppy farmers are that legal that they are registered for VAT - but you never know :(
