Strictly speaking, as soon as the mating has occurred the stud dog owner should hand the registration form to the bitch owner, with the dog's details entered. There's no reason to withhold it.

So long as the stud fee has been paid at the time of service.  I assume this is the case in this posting.

Or if a puppy is being taken in lieu of stud fee, I'd STRONGLY advise not signing until the puppy is in your physical possession. Do not trust ANYONE.

But until the form is signed the litter can't be registered. If you wait until the puppy is old enough to leave its mum, the rest of the litter are also unregistered and therefore in many breeds can't have had the required pre-sale health tests. I would view the withholding of the registration form as very suspicious.

you know most ppl say to come back if the bitch misses for a free mating next season. well how do you know that the bitch has not had pups.  if you sign the fourm they can say they missed and lost the fourm and have a free mating next season which is not good for the bicth and means you have been ripped off, so how do you check?

Trust? Or if you don't trust them, call round unexpectedly 4 weeks after the litter was due.
:)

Can't you check whether the bitch had a litter registered to her at the time of the first litter?
You would then know not to give the free mating.
