When you give oxy. is it imperative that pups are born as the placenta seperates, I'm very surprised that it was given before a pup was born. If she is the same bitch it is most likely that she will need another c section.
Something is not right, perhaps a pup is blocking the path, sometimes an experienced vet can digitally remove the pup.

my last litter the vet gave my girl oxy and the first pup was born 5 mins later and all was well........ i would keep in close contact with your vet........

Today is Thursday, if oxy has not worked in 30minutes it's not going to work.

If i were you i would insist that she had a c-section NOW!

I would ask to see another vet NOW for a second opinion - I recently learnt the hard way that doing as the vet said and waiting led to a stillborn puppy that we had to remove as the bitch couldn't push it out, luckily my bitch seems to have recovered but I could have lost her as well. I felt at the time that she should have a section immediately but the vet didn't. As someone pointed out to me - what do vets know about normal whelping? Have you read the Book of the Bitch, there's a good section on whelping and problems and if my vet have followed it's advice things may have been different. I'm don't mean to frighten you but I would speak to a different vet to get a second opinion.
Would you say your bitch is distressed? And can you see/feel the pups moving? Do you know how many she's carrying?
Is this a bitch that required a section previously - if primary dystocia was the cause this could be a repeat.
Hope it all turns out OK for you and your girl. :)
