my 8 month old rottweiler seems to have very weak hind quarters, they give way sometimes when he moves.the first vet said it was arthritis and gave him anti-inflamatory tablets,then i had him x-rayed at another vets for signs of hip displacia and was told that he was clear of that and also that he did not have arthritis,so i dont know what is wrong with him and i am very worried.

I think it is almost certain that signs of OCD would have been visible on the x-ray so I would not be thinking along those lines. Panosteitis is possibly the most likely and the timescale would fit with the most usual age there this could start.
