I have noticed that under my dogs left front leg he has tiny lumps - they look like bites.  After feeling him yesterday I notice he has a few on his chest and around his neck.  Last week when I noticed a couple under his leg, I put a flea treatment on him - they look just like bites.  He doesn't appear to be scratching.  There are quite alot of these on him.
