My westie is 1 1/2 now and is fully house trained he can hold it in for ages (doesn't like going out in the rain). The problem is when we go to visit anyone he goes in their house and always tries to lift his leg it is so embarassing. Its worse in my in-laws as their dog sometimes wets with excitement so he goes over sniffs it and proceeds to pee where she has why does this happen?

Sounds like your dog is just marking. I would keep him on leash when in someone else's house this way you can correct and praise him for being good...I also heard that you can get a pair of doggy underwear to cover his penis and when he goes to lift he won't be able to spray anything...I talked to a breeder awhile back and this is what she did with some of her male dogs...

I agree with dollface it does sound as if hes just marking.

It sounds as though your dog is being perfectly normal (though annoying!) and marking over another dog's wee. Your in-laws must make sure they clean very thoroughly (biological washing liquid and surgical spirit - not bleach) where their bitch has wet so that there is no scent (undetectable to humans but clear as a bell to a dog) remaining. Make sure that you always greet the bitch out of doors where excitement-wees don't matter, and keep your boy on a lead indoors.
