As things have turned out i will not be able to give my pup its first vaccination until it is 14 weeks! will this mean she will be scared of dogs!!?

Not necessarily. If she is a small enough breed you can carry her around all the time and she can see everything that way (you'd be doing that before her jabs anyway), and if you know people with fully vaccinated, healthy dogs you should be able to invite them round to your house to meet the pup.
