I took on a collie last year that was a car chaser.  We avoided all contact with cars to start with and worked on channelling her chase instinct onto a game with a ball.  Once she hadn't practiced chasing and barking at cars for a while and was enjoying playing ball with me we were able to gradually and very carefully introduce the distraction of moving cars.  She would watch a car come into or reverse out of the drive without reacting on the promise of a game.  We would also go to Sainsbury's car park and play in a quiet corner whilst cars moved about in the distance.  Obviously we don't play ball on the road but we started with short successful road walks and built up from there.  She now has no desire to chase cars.

Does Ele like to play ball?  Is there anywhere that you can go where you can put more distance between you and the cyclists and joggers whilst you teach her to do something else instead?  Having a long line attached to her collar would be a good idea so that you can stand on it just in case of the unexpected coming around the corner.
