There may be some medical reason why this is happening, they should empty every time the dog passes a stool so it could be that a change of food to something that will produce a firmer motion would help. On the other hand it could be a malformation of the glands or surrounding organs so I would visit the vet for them to do an inspection before I tried to change the food. Bulldogs can be real gas buckets are you sure that the smell is from anal gland fluid and not just a gut reliving fa*t.

Try adding more fiber (bran) to his diet to make the stools fluffier. It's not so much the hardness, but you want the size bigger...bulkier. My Dobe has this problem with a fair amount of frequency. I expell them myself....just did it today. I have some surgical gloves and K-Y jelly (lubricant) and I just go over the outside first, then slowly in a circular motion work my finger in just a little ways. You can feel the glands on either side of the anus, little balls or bumps, one on each side. If they're full, you'll definitely feel them. You just move your index finger around the gland, pressing or squeezing it firmly, but gently, telling him "you're ok, good boy....in a soothing voice". Have a rag or something under him. I did it to Lyric, my Dobe after his walk when he was tired and was lying on the couch which has a lot of protection on it. (gross!) But this way he was relaxed. The first time I did it, he was nervous. The vet did it once and showed me how and let me try it in his office and explained about the need for bulk or roughage.
If you think your dog might bite, you better get someone to help. My Dobe is very trusting after all the things he's let me do like tape and post his ears for months and dremel his nails....very tolerant and sweet about things.
If you don't want to do that, take him to the vet's. It is a most odoriforous situation when they leak. Whew!
