Your puppy is still very young for formal lead walking. At his age he just needs very short walks (10-15 mins) to get him used to the lead. Too much enforced walking can damage growing bones. A good rule of thumb is five minutes walking per month of pup's life, therefore when he is six months old he would be ready for a half-hour walk. When he is running around in the garden he can stop when he has had enough - when he is on lead he must keep going as long as you do. Whatever you do DO NOT drag him on the lead, this is cruel and unnecessary and may give rise to problems later.
Hi
I imagine you have only been taking him out for a few days as he will only just have finished his innoculations?
Give him time - everything is new to a baby puppy including walking on the lead. Take him to your gate and just sit there and let the world go by then take him back into your garden and play with him. There is no necessity for formal walks at his age. Have you found a training class for the pair of you yet? If you chat to people at these you will probably find that many pups do not want to go far when they first go out.
When puppies first leave the nest they run back to it at the slightest alarm - their mother barking for instance. Over the days and weeks they gradually increase their distance but always like to have a clear run back to their nest. it takes time for dogs to want to go far from the security of what they know so give your pup this time - it is quite normal.

Hello,
As everyone has said 13 weeks is a baby. Do you have a park or shopping centre near you if so either carry him or pop him in the car and find a bench and sit on it with the pup...you will be surprised how many people stop and speak to you stroke the pup etc...which is excellent just what you want as many people/children of various ages/colours/sexes to talk to him so he is used to everyone and everything.
Ask your vet if he knows of any puppy socialization classes in your area and book in and go...you'll be with people who also have a pup and you can talk together...air your concerns and your achievments.
I took my Sal to the local stables (I phoned them first) she was about your pups age, and she is now...unphased by horses but she does respect them.
Also while he is so little try a couple of local train rides, first the car or bus to the station then go about 3 stops on a train and come back. You'll be surprised at how much attention a small puppy on your lap can get on a train, and while he's still little and in your arms he won't be concerned by the noise/tanoy announcements and if he is reassure him.
At 13 weeks most walks consist of carrying and walking only about 10 minutes though.
Hope some of the ideas appeal to you, and can I ask what's he called?
Karen
