can anyone tell me if there is such a thing as a miniature bassett hound ?

No, there isn't.

There are two French breeds, the Grand Basset Griffon Vendeen (GBGV) and it's smaller cousin the Petit Basset Griffon Vendeen (PBGV) but not a smaller version of the typical Basset.
