how do you teach a dog to skim agility jumps

You could try clicker training - why do you want the dog to skim them?  To save time??

can i ask you what skim the jumps mean

Dogs tend to jump closer to the pole (ie skim them) as they get more confident and their speed increases. Neither of my two have been taught to "skim" the jumps, but as they've gained in confidence they've jumped closer and closer to the pole. What dog/s do you have?
