My friend has a Gordon Setter puppy and has heard of a special GS whistle - can anyone provide more information and where to purchase.

I expect they are referring to a gundog whistle which can be purchased at most pet stores or on line at Turner Richards.  They are not magic however :D  and the dog still needs to be trained to respond to it :D
