I don't think Irish Terriers come in black-and-tan. See the Breed Standard.

katie, Irish Terriers only come in shades of red, ranging from deep red to wheaten.  Occasionally, pups turn up in litter with some black in their coats, a throw-back from earlier generations. However, black patches in the coat is considered quite a serious fault.  I believe the origins of irish terrier lies with the black and tan terriers of the 18th Century, but not too sure if this breed still exists.  If you are interested in Irish terriers you would be best to contact one of the breed clubs, you can find their contact details at the bottom of the page of the breed standard link the Jeangenie gave.
