It depends on the breed. I understand that in some breeds it is felt that a first litter should be taken when the bitch is around this age but in most breeds 14 months would be considered far too young. Smaller bitches may be physically mature at this age butmost won't be mentally grown up enough while large/giant breed bitches will not be physically or mentally mature at this age.

Most certainly from a physical point of view it is very possible to mate a bitch of 14 months.

But from a psychological point of view it would be the same as condoning a girl of 10/11 having a baby.

Very few bitches are grown up enought to cope with motherhood at this age.

Leave it until at least her next season, which gives you six months to discuss it fully with her breeder and to learn all about the pitfalls and pleasures of breeding a litter.
