My 17 week old mini schnauzer is barking at anything and everything that moves outside the house.  When approached by children or adults outside he barks and backs away.  I have tried to encourage him to stand and let people touch him but he seriously backs away and if not on the lead would be under a car.  He is the same with other dogs will bark but backs away.  We have a 3 year old Wire Haired Terrier and he is fine with him inside and outside.  Any suggestions?  I have taken him to dog training but over the holiday period his behaviour is getting worse.  Will resume training tonight.  I do know that this breed has a tendancy to bark but I thought they were friendly with people.  Any advice welcomed.

He is probably a little fearful and apprehensive.  Have you been taking him out for long or did you keep him in until the traditional 2 weeks after his final jab?  Ideally puppies should be out and about and being socialised and introduced to the big wide world as soon as possible.  I recommend from 8 weeks (taking care that the dogs they meet are vaccinated and sociable).  If you have another dog at home then that is even more reason to get the pup out early.  Encouraging him to stand and be approached will make him worse.  Imagine someone telling you not to move and not to worry as they approached you with a tarantula/snake/dentists drill.  Then imagine that again but this time you are tied down in a chair.  That's how a dog feels when he is on a lead and cannot escape.  Do not let people approach him. Ask them to stay still and if he wants to approach them he will and if he doesn't then he won't and shouldn't have to.  Give him plenty of opportunities to meet people and dogs but at his pace and at a distance where he feels safe and gradually he will get more confident.  Is he happy at the training classes or it is scarey for him?
