hi
my cocker is just the same, she is 10 months and has sudden 'deafness' when we go to the park and other dogs are about.  i found that taking her favourite toy (two tennis balls tied on a rope) helps keeps her attention and she's busy concentrating on fetching and bringing it back instead of running off.  I also started taking a few treats, calling her name and giving her a bit of treat when she comes back and then when she does run after another dog and i call her she knows that coming back to me means she's going to get a treat.  ive cut down on the treats now but she has learnt (most of the time) to come back straight away in the park.  hope that helps abit :)
