I've had something similar with a schip pup but not for quiet so long, she seemed to stay at the 2mth stage for almost 8wks kept her puppy coat, no growth and I must confess she started to worry me as she is a stunning pup for her breed. All of a sudden the week before Xmas she started to drop her teeth --- bit of a shock that when I'd got a litter of 8 wk old pups with the same coat and not far off her size still with me lol, since she started losing her teeth she's grown and coated up in the last 10 days or so she's turned into a 5mth old schip puppy was sure she grew everytime I blinked!
My vet was willing to do some blood work if she didn't improve by the time she was 6mths to see if she had a hormonal problem, if this had been the case she would have been spayed and not used in my breeding program, but everythings turned out ok and the rest of the litter have grown normally.

Hi, I bred a litter of Sibes years ago, it was the bitches third litter, one of the pups never grew. All previous litters were average size. This particular litter, I line bred to a distant cousin, was not a very good litter overall.
The pups all grew to average or above size/weight except 'Titch', she had been only 6ozs at birth (average 15ozs), it took 5mins to revevive her.
She was a week old before she could suckle, the teats were just too big, she was always with the bitch and her siblilngs.
I kept the pup to make sure that there was nothing wrong. She was tested for 'Dwarfism' which I was told the Sibes could suffer from. She was tested for all other possible causes but they all came back negative.
She reached 15lbs at 2yrs old (average 38-50lbs), she was 14inches at the shoulder (average 22inches). It looked funny when I walked them as I kept her brother who was 25.5inches tall and a good 50lbs. Nobody believed they were litter mates.
All in all she was just tiny, nothing clinically wrong and very healthy. At 2yrs old I found a fantastic home for her to people who understood her, they speyed her and still have her today, she is now 8yrs old and still very healthy.
At 7mths I would expect your little girl to catch up but as long as she is happy and healthy why worry??
