I am looking for a breeder who is planning a litter for spring 2004.

I would ideally like a black and white dog border collie.

You don't say where about in the country you are, but if you go to http://bordercollieclub.com and contact the secretary with where about you live, they should be able to point you to the person nearest to you that holds a puppy list. You will know the puppies will have had all the relevant health checks by going through them.

You could also visit the Discover Dogs stand at Earls Court this weekend or Crufts in March and talk to people in the breed.
