Could be a number of things, but it is hard to tell over the net. Best to pop down to the vets- see what they say. Some dogs are just fussy eaters. Has she been on this diet for long? if it is new, she may simply not be interested in eating different food to her norm. Try to mix her old with her new if this is the case.
EDITED to say- do you mean you have only had the puppy 3 weeks?

yes i only got her 3 weeeks ago, if she dosnt pick up i will pop down the vets
Maybe you could try switching to a better quality more natural food or you could try mixing in a bit of fresh meat but not too much at first. My dogs (shih-tzu's) used to be infuriatingly fussy eaters(sometimes still are)until i introduced fresh whole foods to their diet and cut back on the commercial.Have you tried her with chicken wing TIPS? my girls cant handle the whole wing,i order mine from the butcher and he keeps the tips for me or you can buy the whole wing and cut the tip off yourself and cook the rest and give the meat to her, dispose of the cooked bone tho.Try lamb shanks for her to knaw on or beef soup bones are a favourite around here, you could try sprinkling some cheese on top of her food or add some cottage cheese, tuna or sardines to tempt her into eating again, but remember to add things slowly at first.
good luck

Instead of swapping and changing your dogs' diet it is best if you take her to your vet for a check up. There could be many reasons why she has become fussy over her food. As I always state to my new puppy owners...
IF YOU ARE WORRIED ABOUT YOUR DOGS HEALTH THE BEST PERSON TO CONSULT IS YOUR VET!
