Good lord! Give him a chance - he's only a tiny baby!
All the time he's awake take him out at least once an hour, and after a play, after a nap, after food etc, and take him to the same spot in the garden (don't just put him outside, go with him). When he starts to pee outside, give him the 'command' word (we use 'busy') then lots of praise when he's finished.
Never leave him roaming the house unattended - you must be watching him all the time if you want to train him in the shortest possible time. But it is likely to be several weeks yet before he is reliably clean.
