As we take ours to and from France regularly for holidays , I think I'm right in saying that you don't need any passport jabs for them to go over as long as they will never be back in England - this is when you need the full pet passport for re-entry into the UK . Check with your vets but I'm sure this is OK.
Thanks for that the lady is English but living in france so intends to complete the pets passport so she can bring him over here but it would be better for the puppy to go over to here before hes completed the passport, so it sounds like that might be ok.

You will need a health certificate to enter France. Talk to your vet
Any dog entering the UK from overseas MUST have a passport or go into quarantine for six months.
The dog must be microchipped, Rabies vaccinated and after 1 month blood-tested for immunity. If the blood test is positive for anti-bodies, the dog can travel to the UK 6 months from when the positive result of the blood-test is received after the issuing of the pet passport form.
If the dog is a puppy, it cannot have the rabies vaccination until it is 3 months of age, so the minimum age for travel after complying with the regulations is 10 months old.
The dog must also be treated for parasites between 24 and 48 hours prior to travelling to the UK and must have a signed certificate as proof.
If it is intended to travel regularly, the passport must be kept up to date by vaccinating when specified, if the passport lapses, the whole procedure must be started again.
For the full regulations covering the Pet Passport scheme, visit the DEFRA website.
