I am interested in knowing which of the smaller breeds are relatively less allergenic...
esp., papillon, Japanese Chin, maltese, etc.

Well we can't answer that, it depends what it is you have a problem with. Few people have a problem with hair so you need to know what the cause of the problem is.

Bichon frises are often listed at hypoalogenic dogs.
