My dog jake isn't acting like he always dose he sleeps all week and on the weekend h is hipper and i don't know if it's cause theres nothing for him to do and if he needs more room to move around or what. I think that cause on the weekend we take him to parks and stuff dowe need to start doing that every day.

How old is he ?
Your post isnt very clear
Where do you excercise him when not going to parks etc - dou you only excerse him at weekends ?
Collies need lots of excercise and should be taken out everyday ( as should every dog)

Do you mean he is hyper when he is taken for walks and calm when he gets les. I would think that this would be fine. Or do you in fact mean the reverse, as you question if he is getting enough walks? Meaning her is happy when taken out and then sleeps, and is hyper at other times. If this is the case then you have answered your own question and he needs more excersise to keep him happy. :D

How old is he?

If he has finished his course of injections (about 14 weeks old) he will be needing several 5 minute walks a day, building up to adult exercise of a minimum of 2 walks each lasting at least half an hour with some free running in each, every day

If he gets less that this he will be completely hyper. Collies were bred to cope with being exercised all day, often going over 50 miles, herding sheep. Only being walked at weekends is not enough for any breed, especially not a collie-type.
