It most certainly does apply to Crufts, and people who hoped to enter had fulfilled the conditions ages ago.
In fact you would have to wait 7 months at least from the Rabies vaccination of a dog or puppy before it could come to UK. As the blood test can't be done until at least 30 days after the Rabies jab, and then if the blood test fails to show a high enough titre level, it will need to be repeated.
People in my breed had to wait until their pup was nearly 12 months before she finally came in. Another freind had a Russian bred dog Vaccinated and wait out it's Pet Passport time at a Kennels in Holland, and brought him in at 10 months. It will cost similar to Quarantine to pay someone, or the breeder to keep a pup this long, but at least they can be socialised and not kept in solitary confinement for six months.
Some freinds and I imported a puppy from the USA, through Quarantine, and with lots of visits, sociolaisation and bomb proof breeding stock, he came through with flying colours, totally unaffected by six months solitary! As he came in at 9 1/2 weeks, we had him out at 8 months.
