
What you should be looking for is a responsible breeder and not a puppy on the ground now. Responsible breeders have waiting list or at least open a waiting list for the litter before the mating takes place.
You can look at German Shepherd breeders on this site and contact them.
You should ask to see the health testing of the parents, their titles in either show or working. How the dogs are kept and how the litter will be raised. What contract terms they sell their puppies with.
Also on first contact, do give details about what sort of home you will be offering, if show pet or working. What training you plan to do, your experience ext.
Price is important but avoid just sending messages that only asking for puppies available and prices. You're likely to be ignored as breeders are inundated with puppy requests and such messages are normally people mass emailing breeders.
