can any one help me with this, I want to enter a show on 28th Dec, my puppy is 12 months old on the day of the show, does she still qualify for the puppy class,

my understanding is the same as Jackie and Longdog - the word exceeding is the word that matters :)

I'm lucky with Phoebie as the show I'm entering is the day before her first birthday so no confusion there :D

Yes even if it was a 3 day show and your breed was scheduled on the 3rd. day she would still be able to go into the puppy class.
