2 of my dogs were imported and ive never been asked to pay by western union but a breeder im hoping to buy a puppy from in russia has asked me to pay this way and im very wary, although i do know other breeders who know of her i do not know her at all and the name she has given for a western union account is not hers, she says its her husbands.I absolutely love this pup but i will not use a method of payment where i may get ripped off,any advice appreciated. Thanks

I wouldn't. Its a scammers paradise.
Either direct into her bank account (even that can be risky), credit card payment is much safer or pay cash upon collection.
I have to say if it sounds iffy now which is does then will you get this pup? Will another one arrive?
Not sure i would want to deal with someone when it sounds off from the outset. Has anyone else you know had a pup from this breeder who can vouch for them?

Western Union >itself< is safe, I've used it over the years. BUT, the other elements you've written >I personally< would not risk it at all, no way at all. Written on a personal level only & not intended as advice.
