I've read that breeders need a licence to sell pups; witch i totally agree with , But what about people that might just have a one off litter what do they do? I just don't understand how it will work if someone has only 1/2 maybe 3 litters out of a dogs full life do you still need a licence becz I honestly think it needs to be selling pages or the advertisement you use to sell pups through that need more information on people that sell the pups or where there kept or condition of mum/pups ext (hope that made sence)

In England from October you will need a breeding licence if you breed 3 or more litters within a 12 month period or are in the business of breeding dogs for sale (breeding dogs to sell with the aim of making a profit) even if breeding less than the litter limit. The business test is open to alot of interpretation and personal judgment when the litter amounts are under the 3 litter limit, so each council may be slightly different on what they consider in the business. The old law also included the breeding as a business but the old limit was 5 litters in a 12 month period. So realy all that's changing is the litter limit is lowering and more emphasis is being put on the business test as council's tended to ignore it as its so much harder to police.

In Wales it's been law for years that u need a breeding licence if you breed 3 or more litters within a 12 month period or are in the business of breeding dogs and selling dogs. Councils here tend to go by the litter limit still.

Just had a call from council as I questioned them on regulation (Torbay/Devon) They said they are not targetting hobby breeders i.e. People who show their dogs and only breed 2 or fewer times a year (different dogs) to obtain a quality dog for showing and you can sell rest of litter without having to have a license.  Luckily we haven't had a litter in x2 years and plan one only now for this year so we don't need the license it's more for people who breed for £££ and breed lots of dogs they said. The lady had a huge list of people to visit so the council has invested in this and I think they will investigate carefully.   Hope that clears things up for some people?

Just found one localish council who has decided breeding and selling any amount  of pups in a 12 month period may  require a licence so looks like u have to speak directly to them

If your selling with no intention of keeping a puppy to show then its for profit so in that case yes you do have to register.

Interesting way of making sure people.breed for good reason . So keeping a pup for any activity is ok ? Not just keeping a pup? I am sure this shouldnt be as complicated as it sounds amd iys a shame individual.councils can interpret their own way .

Just seen elsewhere that under the changes all.boarding establishments including home boarder must have documentary evidence that all.dogs have been recently wormed/ flead and up today vaccines regardless if they have worms or fleas. So much for natural.rearing .
