Who know's best vet or stud dog ? we had bitch test 2016  progesterone testing, was told to take the bitch to stud on day 12 / 13 and no later ! ( usual 2nd mating 48hrs vet said no 12/13 days , bitch mated on 12/13 times no problem puppies, Question is we have in tacked (stud) , However we don't want to use our male over the bitch ,our bitch starts to flag around 9 days (due to our other bitches licking) but our male who is cage when bitch is in season  shows no interest, until day 14 and it's now day 15 he's showing a lot attention moaning and doesn't settle, he just want to get to her tho she caged as well even out sight , he was the same last time from day 14,
Who know's best progesterone testing or my male ?

The boys win hands down.  I would always use one of my boys to let me know my bitch is ready.  (To take to my chosen stud dog.)

My experienced stud would mate a shoebox, he's a machine!
I wouldn't rely on him at all, some in the past yes, him ...no

Is that because he has never had to wait for a bitch to be ready and experienced rejection?

If a male only gets presented with bitches that are ready he can easily come to expect to mate every bitch.

This was why my mentor liked to have a bitch come to stay before she was ready so her studs learned to court a bitch and learn when they were ready.

Her males would often make the lady wait,  and reliably got bitches in whelp.

My dog has mated a lot of maidens and they vary immensely from the one that took him 20 seconds from meeting to mating to the one that took an hour to persuade, his last one was very obliging but he seemed to be not particularly interested, owner had come a long way and her stud dog said she was ready but I thought maybe not quite. Two days on, at day 14, and he was so much keener and although they had mated and tied on day 12 it was a "better" mating, she is showing in whelp so all is well, I would trust my dog to know even though he will try them when maybe not quite ready.
