Topic Dog Boards / Behaviour / Over loving?

My now 16month old is turning into a proper nuisance to my 8 year old girl.
He is intact, she is spayed.
She is top dog so I know when chips are down she is in charge so can't understand why she allows this.
He constantly pawing and licking at her, sucks and is now yanking out hair with his teeth, that isn't so painful by the way she is a breed that I hand strip.
Any views on this?

Do they stay with each other 24/7? Maybe time out sometimes give older one a rest. Or keep calling younger one away distracting with toys etc. Possibly a walk for the younger one on his own to give him some individual attention.
If he hurt her I'm sure she would put him in his place

Yes 24/7.
I do take him but very short maybe 20 minutes.....lead training walks. Not often enough probably.
It occurs to me he is a needy dog I should make him less dependent. So thanks for helping me think.

Karen.
