Earlier in the year there was a public consultation on various dog matters in Scotland, mainly concerning compulsory microchipping but also as to whether dogs should all be muzzled in public.
Thankfully, the Scottish people have spoken out against muzzling and the idea has been dropped.

There never was a plan to muzzle dogs in Scotland. There was one question about muzzling under the heading of other dog control measures I think it was in the microchipping questionnaire, the associated notes made it clear that they did not think muzzling was a good idea but were simply asking the question.

Before the referendum when scare tactics where being used in absolutely every area of life a story appeared saying that if you voted Yes all dogs in Scotland would have to be muzzled :-)
