The pup may have had a good quality coat, she may have been groomed religiously. But had she been groomed correctly and thoroughly?
The best way to groom a dog with a Lhasa coat is to lift the coat and groom from underneath. Starting at the base of the paws and working upwards along the back and sides and underneath, then continuing towards the head. I'd use a
slicker brush and comb to do this.
Grooming from underneath means that you are grooming from the skin outwards, working gently through any snags and tangles.

Not saying your friend hasn't groomed correctly, but I have clipped dogs who were groomed every day, and looked great, but were matted to the skin :-( So badly I needed a surgical blade in places.
Your friend's pup will grow the coat back, but it will take time. Depending on the age of the pup, months to a year. The important thing now, is to learn to groom the coat correctly, if needed and to continue this until the coat is grown.
Regarding clips/trims for Lhasas , a puppy trim would be cute and manageable and can be scissored rather than clipped. Or the coat could be left longer, again scissored to the length desired :-)
