It depends entirely on what genes the parents are carrying ;-)
It also depends on whether the genes for heavy/smooth coats are dominant/recessive or due to polygenes in that breed.
For example,
My Afghan x had a long Afghan coat, which developed during his first two years into a beautiful full Afghan type coat. He also lost most of his beard and moustache, ending up with just a few whisps. His mother was a smooth coated Parson Russel type, but must have carried the long haired gene.
His three brothers had short smooth coats like their mum. NONE of the pups had intermediate coats, it was either, or.
Sizewise, my boy was about 17 inches high as an adult. His three brothers were much larger.
On this evidence, I'd say it's going to be a mixture.
Advice I've been given regarding breeding, is that if you have a bitch with, for example, sparse coat/small ears/small size, try to find a dog with a correct coat/correct ears/correct size, and some of the pups will have correct coats/ears/size, probably not all. If you mate a bitch with a sparse coat/small ears/small size, to a dog who is 'over' coated/has large ears/over-size, then it's likely that none of the pups will have correct coats/ears/size, there being a mixture of the two extremes
Don't know if this is helpful or not?
