My sister has recently homed a lovely rescue yorkie. He is alovely boy quite big for a yorkie lovely little charcter.
WHen he arrived the rescue had clipped him right back as he was horribly matted and now his coat is growing back. He has been with them about 3 months.
Can anyone recommend the best scissors and other grooming tools for her to purchase. he is full yorkie so has typical yorkie fur and it appears to matt very easily

any advice would be gratfully recieved

I've owned several Yorkies over the years, and found that the "correct" coat type matts far less than the "pet" breeder type.  On a good coat I am able to tease out any little knots prior to using a steel toothed comb.  I use the non fixed teeth, can't remember the correct name, but they whirl round.  Probably totally the wrong word.  But it does need to be done on a daily basis.

Sister is very good at the grooming time she has had yokies before but Tobys coat is different possibly the reason you say. Will tell her regarding comb I know what you mean I have one for my dogs. Yes I think he will need very frequent grooming to keep his new coat at its best. Doesnt help his coat but he and their gsd play frequently so he gets all soggy which doesnt help.
